Funding for councils to become ‘corporate parents’

A strategy document published earlier this year [2007], Scotland’s Looked After Children and Young People – We Can and Must Do Better, has been acted upon by the Scottish Government which is to distribute £2.5 million among the country’s 32 councils to enable them to fulfil their roles as 'corporate parents’ to children in care.

When a child is taken into care, points out the Minister for Children and Early Years, Adam Ingram, the council takes on the parental responsibility of supporting that child to fulfil its potential in the way set out in the report.

The recommendations included a reminder to councils of their responsibility, the improvement of training for teachers and other professionals, the provision of key workers with guidance on their role in supporting young people, and ensuring that councils provide appropriate support beyond the eighteenth birthday, including financial support.
